The state is also counting on one more thing, its citizens. With about $3 billion in American Recovery and Reinvestment Act funds beginning to spread out across the state, law enforcement officials decided it madesense to give people across the state an easy way report any misuse of those funds. And so it was with some fanfare that, in June, the state’s three U.S. Attorneys, the top man at the FBI, and the state Auditor and Inspector announced they had created a statewide fraud hotline. And yet just over four months later, those same everyday citizens said they were unaware a hotline even existed. “No, I didn’t even know we had that. It’s a good idea, though,” said one citizen when asked if they knew about the statewide fraud hotline. Officials in the U.S. Attorney’s office said the reason for the hotline is to give law enforcement one more avenue for preventing fraud, abuse, or waste of stimulus money. “We believe, much like, I think, most Oklahomans believe, this is taxpayer money and we want to see it work for that purpose for which it was intended,” said Bob Troester, acting U.S. Attorney for the Western District of Oklahoma. But with so much taxpayer money being funneled into so many projects in such a short period of time, federal officials said they know the opportunity for fraud is significant. “There’s the opportunity for kickbacks or payoffs of some kind, preferential treatment of some kind,” said Oklahoma City FBI Special Agent in Charge, James E. Finch. FBI officials agreed to set up and man the hotline in their Communications Center. So far, the calls have been sparse. “There have been a couple of calls,” Finch said. “In terms of where those calls led, did they lead to cases being opened? At this point, I can’t really say.” Troester echoed that statement. “At this point, I’m not at liberty to comment on any of the individual reports,” Troester said. Troester did say that he and his counterparts in the eastern and northern districts are committed to aggressively prosecuting fraud, if they find it, just as they did after Hurricane Katrina when some Oklahomans fraudulently obtained relief intended for the Gulf Coast. “And those dollars didn’t even come to Oklahoma. Those dollars were intended for victims of Katrina,” Troester said. Now, with stimulus dollars seemingly everywhere, law enforcers said they have to be more vigilant in preventing fraud, waste and abuse. “You can rest assured the government’s pretty serious about protecting its interest, the taxpayer dollars,” Finch said. Finch said an important part of that protection is the fraud hotline. Everyday citizens said they agree. “I think it’s excellent, because I do think there’s a possibility for fraud if there’s nobody checking and holding people accountable,” said a concerned citizen. Sheldon Sperling, U.S. Attorney for the Eastern District of Oklahoma, hopes people will become more familiar with the hotline number, 1-877-259-7337. But Sperling also said he hopes, if people are trying to report waste or fraud, but can’t remember that number, that they will call or him directly. What’s more, he said, if he’s not available, then call or Bob Boese, who works as the U.S. Attorney for the Eastern District of Oklahoma office’s law enforcement coordinator.OKLAHOMA CITY (AP) – A new federal report indicates that Oklahomans will be able to choose from an average of 53 qualified health care plans under the health insurance exchange scheduled to begin next week. The report, made public Wednesday by the U.S. Department of Health and Human Services, says monthly premiums in Oklahoma will range from $266 for one type of plan to $174 for another before subsidies are applied. The federally run health insurance marketplace opens Tuesday in Oklahoma. Last year, Gov. Mary Fallin rejected a state-based insurance exchange under the new health care overhaul law. Fallin also turned down an expansion of Medicaid to provide coverage to thousands of low-income, uninsured citizens. The question is, by how much? It’s something that officials and scientists meeting in Stockholm will try to pin down as precisely possible Friday in a seminal report on global warming. Future global warming levels depend on two major factors. One is how much more carbon dioxide (CO2) and other greenhouse gases are pumped into the air and how quickly. The other is the rate at which those gases cause warming, sort of like a revving car engine. With that rate, called “climate sensitivity,” scientists are trying to figure out how much warming would happen with different levels of carbon pollution. The higher the climate sensitivity or rate, the higher the warming per ton of greenhouse gas emitted. The values adopted by the Intergovernmental Panel on Climate Change are important because they could affect how hard governments try to rein in CO2 emissions – which are still going up largely due to the rapid expansion of China and other emerging economies. A lower value may reduce the world’s sense of urgency in making a costly energy transformation from oil, coal and gas to renewable sources like solar or wind power – or in halting the destruction of the Earth’s forests, which capture CO2. “It’s a key part of the climate problem,” said Chris Field, a Carnegie Institution scientist who is a leader in the IPCC but wasn’t involved in the report due Friday. The greenhouse effect, which explains how CO2 and other greenhouse gases trap heat in the atmosphere, was discovered in the 19th century but scientists are still struggling to quantify it. The IPCC is expected to say Friday that it’s 95 percent certain that more than half the surface warming of the Earth that has been observed since 1951 is due to the CO2 emissions resulting from human activities. Climate sensitivity is a measure of how much temperatures would go up if the concentration of CO2 doubled in the atmosphere. In its third assessment, the IPCC estimated this as a likely range of 1.5-4.5 degrees Celsius (2.7-8.1 Fahrenheit). The fourth report, in 2007, raised the lower end of that range to 2 C (3.6 F), and gave a best estimate of 3 C (5.4 F). Now, new research has shown that the upward move may have been too hasty, and there’s a discussion in Stockholm over whether to bring the lower end back down to 1.5 C (2.7 F). It may seem like a minor detail, but it makes a difference to governments, which want to know how much CO2 emissions need to be cut to prevent temperatures from increasing more than 2 C (3.6 F) compared to before humans started burning fossil fuels. That’s the limit they have agreed to in U.N. climate talks. Temperatures have already gone up about 0.8 C (1.4 F). Reducing the lower range of climate sensitivity “would mean that we have a better chance of staying below 2 degrees than we thought before,” said Kaisa Kosonen, a Greenpeace climate activist. “But I wouldn’t bet on it because they are not lowering the higher end of the range.” In leaked comments on a June draft of the IPCC report, the British government called climate sensitivity “a key issue of concern” that helps give policy-makers a sense of how big a threat climate change is. The United States, Australia and Norway have called for the authors to provide a single value as their best estimate in addition to a range, to give policy-makers better guidance. Meanwhile, EU climate commissioner Connie Hedegaard is downplaying the discussion. “You don’t need to have the last decimal to see that the overall number isn’t looking good,” she said in a comment emailed by her spokesman. Some scientists resist giving a single value because it could give the false impression that there’s more certainty than there really is about how sensitive the climate is to CO2. That doesn’t mean they doubt that CO2 serves as an engine of warming – the question is whether it’s a four-cylinder or a V8. “We know a great deal of the mechanism by which CO2 causes warming,” said Field, the Carnegie scientist. “There is still uncertainty about how much a range of feedbacks either amplify or suppress that warming.” Copyright 2013 The Associated Press. The report, entitled The State of Woman in America, says Oklahoma women suffer from the third-highest maternal mortality rate in the nation. That means women in Oklahoma are more likely to die from pregnancy-related medical complications than women in 47 other states. The report also says Oklahoma is among the top 10 worst states in the nation in terms of infant mortality. Joe Dorman has released the findings from a statewide survey on school storm shelters, and the report paints a dangerous picture for hundreds of thousands students, teachers and staff.Dorman commissioned the interim legislative study to determine which schools have storm shelters or safe areas, and which do not. The data was collected by Bar None Consulting and analyzed by Safe Design Group.The statewide survey, released Thursday morning, indicates 506,000 students, teachers, and staff are not protected from severe weather, such as the May 20 EF5 tornado that killed seven students at Plaza Towers Elementary School in Moore. “It is absolutely unacceptable that Oklahoma lawmakers have failed to address the safety of students and teachers in our public schools,” said Dorman. “It is reprehensible to think that every day the state fails to act on placing storm shelters in public schools, we put the lives of more than a half a million children, teachers and school staff in peril.”The survey did find that nearly 39 percent of Oklahoma public schools have some type of shelter area; but more than 61 percent have no refuge or safe area of any kind.Of the 695 schools that have a shelter area, only 271 schools have a storm shelter that is designed to withstand 250 mph winds. The report looked into the five-year new construction and remodeling plans that schools are already considering. The survey found if Oklahoma schools did nothing more than incorporate storm shelter construction into their planned construction over the next five years, 33 percent of the schools currently without shelters would join the ranks of those with shelters, increasing the number of schools with a shelter to 1,065, or 59 percent of Oklahoma public schools.A legislative committee will meet October 31 to discuss the survey’s findings.By Kathleen DohenyHealthDay ReporterTUESDAY, Sept. 17 (HealthDay News) — Nearly 14 million people in the United States, or one in 23, are now cancer survivors.In comparison, only 3 million people, or one in 69, were cancer survivors in 1971, according to the third annual cancer progress report, issued Tuesday, by the American Association for Cancer Research (AACR).While there are increasing numbers of cancer patients because some cancers are more common with age, “there is a large increase in the number of survivors,” said AACR President Dr. Charles Sawyers. “That’s a return on our investment in cancer research.”Sawyers, who chaired the report writing committee, is also an investigator for the Howard Hughes Medical Institute, and chair of the human oncology and pathogenesis program at the Memorial Sloan-Kettering Cancer Center, in New York City.Other noteworthy advances, Sawyers said, is the approval of 11 new anticancer drugs in the past year alone, which he called “amazing.” Also of note is the evolution of immune system modifiers for cancer, such as drugs for certain lymphomas and multiple myeloma, that rev up the immune system to fight the cancer. “Science is paying off, finally,” he said.From 1990 through 2012, more than 1 million lives have been saved from cancer, according to the report.”The progress is astonishing,” said Dr. Cy Stein, a distinguished professor and chair of medical oncology and experimental therapeutics at the City of Hope Comprehensive Cancer Center in Duarte, Calif.”Things have been getting better. That is the truth of this report,” said Stein, who is also deputy director of clinical research at City of Hope. He was not involved in the report.Among the successes noted in the report are that the five-year survival rates for women diagnosed with invasive breast cancer have increased from 75 percent in the mid-1970s to 90 percent or more now.For children diagnosed with acute lymphocytic leukemia, the five-year survival rates have increased from 58 percent to 90 percent or greater during the same time period.But the progress has not been uniform for all cancers. For instance, the five-year survival rates for some cancers, including the aggressive brain cancer known as glioblastoma multiforme, as well as liver, lung and pancreatic cancers, have not improved much over more than 40 years, with survival rates of 4 percent to 16 percent.Despite the progress, more than 1.6 million Americans are expected to be diagnosed with cancer this year and more than 580,000 deaths are expected from cancer in 2013. Experts say the number will increase dramatically in the next two decades, largely due to the aging of the population, and cancer becoming more common with age. Most cancers are detected in those age 65 and above, and this part of the population is growing quickly.However, up to 50 percent of cancer deaths are related to preventable causes, including smoking, being obese or overweight, being sedentary and eating a poor diet, the report noted. “The average person would be surprised by how much cancer is preventable, ” Sawyers said. While smoking’s link to cancer is well known, he said that many people remain unaware of the obesity-cancer connection. Obesity increases the risk for many cancers, such as esophageal, colorectal, endometrial, kidney and pancreatic cancers, and breast cancers in women past menopause.Continued progress is jeopardized by the slashing of research funds, the report said. She also helped him find a home in Mcloud.On her way back from Tulsa, the two make arrangements to meet athis home in Mcloud, Becky Bryan sops by around 4 p.m. and they have sex. She isthere about an hour and half and thenshe goes home.Although she was finding and pursuing other men. Becky’s desirewith Holbrook never went away and it was that afternoon, almost a year and halfafter he broke up with her she contacted him. Becky meets them in thedriveway with no rush to get them inside.When they get inside, they find Keith Bryan with a gunshot wound to thehead.He had a bullet hole above his right ear an exit wound on theopposite side.Keith is still alive and he is still breathing He is rushed to OU Medical Center in OKC. She was concerned about how she would sell her house now that herhusband had been killedEveryone she was speaking to she told he is dead, we are planninga funeral -this was hours before she learned he diedOSBI was requested to assist.Everyone at the house was asked to leave including Becky and herfriends.Becky and her sister, sister’s boyfriend and two other friendsDebbie Proctor and Sharon Valdez were inthe backseat of the car with Becky.The group stopped at Debbie Proctor’s house so they can get sweatpants and flip flops for Becky.On the way to the hospital, Becky tells her friends she had sexwith Wesley Hubert earlier that day. She pulls up pictures of his penis toshow. She also said she contacted Mark Holbrook that day. Becky told everyonein the car she felt bad about what happened but not bad about what happened toher husband but only that she felt bad she had sex with Wes Hubert the same dayher husband was shot.When they get to the hospital, Nichols Hills Firefighters greetBecky. She talks with them for a few minutes before going into the hospital.Becky described for many people the gun that was used. She said itwas a small black handgun.She said it was similar to the gun that was stolen from her sonjust a few weeks before but what she tell them was she owned a gun just likethe one stolen from her son.Becky told Mustang Police and OSBI the intruder was cute, nice andshe wasn’t afraid of him. She said this even though he just shot her husband incold blood. She said she wasn’t afraidof him.She then told investigators the intruder left through the garagedoor and went to his truck. There is a direct path that leads right to the garage from theliving room. The utility room is a good 4 or 5 feet from the garage door. In that utility room is a washer & dryer.The washer was the 1st appliance fromthe door and the dryer was the 2nd.An investigators pulls a blanket from the dryer and a gun fallsout.The gun box would be found between the mattress and box spring ofthe bryan’s bed also found in the blanket was a shell casing, in addition tothat, they found a right handed latex glove. The glove was tested by OSBI. Ithad DNA in it. DNA from the defendant. In fact there was eveninteraction between both of their spouses. BB & KB stopped and hadbreakfast with Holbrook and his wife on the way for a job interview in Texas. Arelationship developed and you will probably see that Holbrook pursued Beckyand said how God brought them together and that God was telling them to betogetherIn January 2010, Becky filed for divorce it was not contentious. Shemoved into a condo in the 500 block of Jacobs. Both Keith and his father hadgone to help becky move in it was an amicable separationThen around April of 2010 – the friends start to seereconciliation. Becky is at fireluncheon dinner and people realize they are back togetherThey continue doing well and were doing well on Sept. 20thYou will hear two different sides, Becky said Keith had re-courtedher. I’m on my way home.And she said “Are you getting hot and bothered thinking of me inyour council meeting.”On the way home, Becky stops to help her friend debbie proctorfigure out what to wear on date that night.Proctor goes on that date and when she is done she stops by theBryan home.When Proctor got there she parks in driveway she doesn’t rememberif the garage door was up or down when she got to Bryan home. A neighbor saysit was up. She walks around back and Becky says come over and smoke. I thinkyou will see that is something that happened often between these friends.Keith made a fresh pot of ice tea for Becky and they are out backdrinking tea when Proctor shows up. She stays approximately 45 mins, around 930timeframe. She will say nothing was out of the ordinary between the two of themThey talked about the president and politics and Becky was teasinghim saying he looks like Charlie Sheen. They were teasing him how good lookinghe was and at one point Becky tells Proctor its time to get out of here.Becky walks her through the house out through the garage todebbie’s car parked in the driveway.Debbie said there was a light on in the garage when she wentthrough they have pleasantries and debbie proctor leaves.The next thing is a 911 call,made twice. First, by Becky Bryan’s cell phone it cuts out and they loseconnection. The 911 call comes in again from the land line.Becky tells them there had been a shooter she describes them aswearing a hoodie type sweatshirt young man, medium build, white tennis shoes,and stays with that description the whole point of the case.”First time I saw shooter is when he is up on us “she tells themhe receives a gun shot wound to the right headShe consistently made statement that shooter says “he should havef’ing hired me”Well when is the last time Nichols Hills Fire ever hired anybody?She knew it had been 3 or 4 years. Thats where the confusion came from thatmaybe it was meant for Keith Bryant the OKC Fire Chief. There had been aconfusion over that because Becky knew there had not been a hiring in some timeKeith was a handy guy. Everyone knew that. He had a big shop out back. Some neighborswill tell you Keith would build something or out there working in the yard. Hewas currently building a hot tub area. Keith was building a brick wall aroundthe tub. It was a source of jokes around the family. He would tear off a row if it was notstraight and do it again.There was even a cement mixture out and even water in the last rowof bricks on September 20th.Randy Dunbar, a neighbor will tell you two weeks prior to themurder. Dunbar was working in his yard and a man came up to him, approached himin his yard. He was white male, mediumbuild. He asked him do you need any help with any kind of work, specificallylawn work. Dunbar is a little fearful, uneasy about him and the man asked, welldoes any of your neighbor need work being done. Dunbar was not going tovolunteer any neighbors because he was not sure about the guy.What he remember the last of him is going south on owen.. it dead endsor you can turn left to the bryan’s home or right to the other end of thestreet.You can see Keith’s brick work going on from Rose Hill Drive. You are going to hear evidence Keith was outback working on the brick wall at that time.Now you will hear statements about Becky’s demeanor. Some will say she was in shock. Some will say she is laughing. Some will sayshe kept telling people he [keith] is dead – with the shot he took to the headthat is not an unreasonable assumption.Ultimately she went to hospital, but first Becky stayed at thehouse. Mustang Police tested her for gunshot residue and at some point she is told to sit on the back porch. At some point all of the cars become a partof the crime scene.So she calls her sisterGloria Strother [sp?] and her boyfriend,along with Sharon Valdez [sp?] and Debbie Proctor leave to go tohospital.While Becky and friends are at the hospital, the OSBI is at thehouse searching withphotographers,loggers,etc. The Bryan home has a lot of guns- specifically in the bedroom.Well, a glock .40 caliber pistol box isalso found by investigators. You wont see pics of that because OSBI didn’t takepictures, they didn’t think it was necessary. Well, that .40 caliber glock hasnot been found since then.Ultimately, Kent Bryan -Keith Bryan’s son had some burglaries at is house. So Keith gives a gun to his son andultimately kent’s house was broken into and the only thing stolen was the RugerLCP .380 and $100 cash.This [burglary] happened 6 months prior to the shooting. There wasstrife between the Bryans and the Mustang Police because they did not initiallyfingerprint Kent’s house.Eventually, Police come back out and take fingerprint. Oddly 6 months later , the same day ofKeith’s murder, the prints are turned into the OSBI.So, Cami McNeil [Mustang Detective]goes back to hear the 911 calland get reports of Kent’s stolen gun.At some point, an OSBI agent decides he will search, by himself,in the utility room. The agent says hesees a blanket and as he pulls it out of the dryer a gun, glove, and shellcasing falls on the floor.Agents did not take one picture of the shell casing on the floor -a very critical piece of evidence. Once they found out the dryer contained what agents believe to becritical evidence, they did notfingerprint the dryer.”This is some of why I think evidence will show this was a rush tojudgement case.”"The state tells you theyfound Becky Bryan’s DNA in a glove in her own house, a work glove and thats she’s the majorcomponent. Well, the the minor component matched Keith Bryan.”OSBI also gathered clothes that becky had on that evening and theychecked her clothing for blood, blow back (you will hear blow back is matterthat would come back on you during a shooting). They did not find any on BeckyBryan.OSBI did not collect thehair from when it was shaved from Keith Bryan at the hospital which could havebeen critical evidence.Also, a box of Blazer Brass (a box of bullets) was found in thebedroom. Investigators say 4 rounds were left in gun, 1 round left in the chamber, and 1 roundstruck Keith Bryan. That’s 6 rounds right there. They say the box had 45 bullets left init, so of the Blazer Brass – we have 51bullets?Also, you will hear that on September 22, following a breakingnews report, JW Jones , an ex-Clinton& ex-Mustang officer hears there is a possible small blue or black pickupthat was involved in a shooting in Mustang a little after 10pm on September20th. Thats when he realize somethinghe witnessed was very important. JW Jones told 2 OSBI agents – he left his sisters house, 2/3 ofmile from Czech Hall, he texted his girlfriend before leaving. It was around10:05pm when he heads for home. He isheading East on SH152 when he gets close to Czech Hall he notices a vehiclecoming up quick on him. The vehicle almost strikes a Silver Sedan. All this caught his eye. He says this smallblue or black ford ranger is crowding a car trying to get through theintersection. He says I kinda wanted to look over and see. So, he looks overand he is able to see the driver, awhite male medium build with a long sleeve sweatshirt pulling a hat or hoodieup over his head.Jones reports this to the OSBI on September 22nd. They would fund those golden years by tapping into their homes if they hadn’t saved enough in their 401(k) plans.But home equity no longer looks like a safe Plan B for a fast-growing group of pre-retirees and seniors.About 3.5 million homeowners are “underwater” on their mortgages, meaning they owe more than their properties are worth, according to a report released last week by the AARP Public Policy Institute. The rate of foreclosures is lower for homeowners under age 50, while the 50+ population experienced a much higher rate of growth in foreclosures from 2007 to 2011.At the end of last year, 2.92 percent of mortgage loans to 50+ households had been foreclosed – a whopping 873 percent increase from 2007, AARP reported. By contrast, 3.48 percent of loans to younger households had been foreclosed, with a corresponding growth rate of 729 percent.The study adds to the growing mountain of evidence that the economy has shredded retirement possibilities, especially for low and middle-class households. Lower home values are especially devastating for these demographic groups.The Federal Reserve Bank reported recently in its triennial Survey of Consume Finances that housing accounted for 51 percent of household wealth for middle-income households, compared with just 19 percent for households in the top ten percent of income.HIGHEST ACTIVITYForeclosure activity remains high in many parts of the country, according to a report released today by RealtyTrac, an online marketplace for foreclosed properties. The report found that the number of foreclosures rose in 59 percent of the nation’s top metro markets.California accounted for 10 of the top 20 metro foreclosure rates during the first half of the year; Florida accounted for four of the top 20 metro foreclosure rates, and Illinois accounted for two of the top 20. Georgia, Arizona, Nevada and Colorado each had one city in the top 20.”Even if seniors are only a little underwater, that can be a big problem since they may be at a time when they want to make a move, and can’t easily sell,” says Andrea Alegria, an industry analyst specializing in real estate at IBISWorld. “They don’t have the benefit of time, which would allow them to wait for the property’s value to increase.”AARP found that 53 percent of foreclosures among homeowners over age 50 occurred on loans where borrower income was between $50,000 and $124,999; another 32 percent occurred where borrower income was less than $50,000. Last year, the foreclosure rate for Hispanics over age 50 was 3.9 percent and the foreclosure rate for African Americans was 3.5 percent – double the rate of 1.9 percent for whites.NO TIME TO WAITEven if a housing recovery does get underway, older homeowners who are underwater aren’t likely to have sufficient time to wait out a full recovery, which likely will take years, if not decades. About half (51 percent) of families headed by a person age 65 to 74 had no money in retirement savings accounts in 2010, according to Federal Reserve data. And among those with savings, half had less than $100,000. Among families headed by a person age 75 and older, 67 percent had no money in retirement savings accounts in 2010.”Many of these seniors are relying entirely on Social Security,” says Debra Whitman, executive vice president for policy at the AARP Policy Institute.That leaves many older adults with very limited options when mortgage problems surface. “Many will look to family members for housing – we are seeing a lot of multi-generational housing,” says Alegria. “Or they’ll rent.”Experts advise seniors facing foreclosure to seek counseling – but only from one of the network of free counseling services approved by the U.S. Department of Housing and Urban Development (HUD). A federal task force has been seeking to crack down on scams by fee-based counseling services that promise vulnerable homeowners that they can save their homes and lower their mortgage payments.”A lot of the fee-based services we think of as scams,” says Bruce Dorpalen, executive director of the National Housing Resource Center, a nonprofit organization advocating for housing counseling agencies. “They aren’t as well-connected or as effective as the HUD-approved counseling services.” HUD’s website offers a national directory of free counseling services (), which work with mortgage lenders to try to avoid foreclosure. But pollsters say many Americans plan to work well past that age, reflecting tough economic times and a general desire to reshape the idea of retirement.What will working longer mean for the Social Security benefits of these seniors? How about Medicare, which has filing rules that are closely linked to those of Social Security and employment status?These are important questions for a large portion of the U.S. population; about 10,000 seniors will turn 66 every day over the next 20 years. Social Security and Medicare both have detailed rules governing the interplay of work and benefits, and making the right decisions make a difference of thousands of dollars in enhanced Social Security benefits or the Medicare premiums that you pay.I’ll be looking at how work and entitlement benefits are intertwined in two columns, starting today with Social Security.Social Security’s rules encourage seniors to keep working at least until the Full Retirement Age (FRA) of 66. You can work and receive full benefits starting at that age. You can start receiving Social Security as young as 62, but if you’re working, $1 will be deducted from benefit payments for every $2 earned over $14,640. Although this is often described as a penalty, the withheld benefits are added back to your benefits, after you reach 66, using a complex actuarial formula.Social Security offers another important incentive to forestall filing until at least 66. Benefits are reduced permanently for every year that you file before the FRA, and increased for every year that you wait to file beyond it, up till the age of 70.That’s intended to keep the program actuarially fair, paying roughly equal lifetime benefits to everyone in the program. But delaying does deliver a major boost to monthly income – and it serves as an inducement to work longer and wait to receive benefits.For example, filing at 62 means you retired four years early, and the net effect is a permanent reduction in annual benefits of 25 percent. On the other hand, if you wait until age 70, your annual benefit will be 32 percent higher than if you started at age 66.Married couples can coordinate these decisions to boost benefits through smart navigation of Social Security’s survivor and spousal benefits rules.The survivor rules permit widows to receive up to 100 percent of a deceased spouse’s benefit or her own benefit, whichever is greater; the spousal rules permit receiving the greater of her own benefit or up to half of a living spouse’s benefit.The survivor rule has a very simple implication for retirement timing decisions: couples usually benefit when the spouse with the higher lifetime earning history (which translates into a bigger Social Security check) delays filing.That’s most often the man – and men can expect their wives to outlive them. A delayed filing by the higher-earning husband usually sets the stage for the widow to receive a higher benefit down the road, after his death.But that doesn’t mean couples must forego Social Security entirely while the husband delays filing, notes Jim Blankenship, a financial planner in New Berlin, Illinois and author of “A Social Security Owner’s Manual: Your Guide to Social Security Retirement, Dependent’s, and Survivor’s Benefits” ().Blankenship suggests that the lower-earning spouse files for her own benefit at 62, receiving the lower rate, or at her FRA.
