A pretty picture. Resting your political engineering on a piece of weapons engineering that hasn’t happened yet lends an air of utopianism to the project, though. I don’t believe we even have software systems capable of bearing this kind of weight, even if the hardware side of the problem were totally solved (which it obviously isn’t). I recall you mentioning this idea before: how do you deal with the myriad failure modes (the simplest of which is the deployment of weapons from the previous century)?
